Maintenance, tie-ins and modifications often run next to pipelines and vessels in operation. Who may work where and when is set by isolation, draining and the operator’s permit to work.

Pump stations, pipeline sections and tank farms usually keep running while construction, inspection or maintenance takes place. Hazardous areas, hot work, vessels and many contractors come together there. SAFETEE coordinates with HSE management on site and as SiGeKo under the German Construction Site Ordinance, aligned with the operator’s permit system.
HSE on oil and gas pipelines means coordinating health and safety at pump stations, pipeline sections and tank farms, often during operation and in hazardous areas. SAFETEE provides HSE management on site, contractor coordination within the operator’s permit system and, for new build or rerouting, safety coordination under the German Construction Site Ordinance. For pipeline operators, tank farms and contractors.

Where a hazardous explosive atmosphere can form, the operator classifies zones. Tools, vehicles and hot work need their own permit and gas testing there.
The pump station is an industrial plant, the route a moving site over many kilometres, the tank farm often an establishment under the Major Accidents Ordinance. Coordination has to know all three.

Responsibility for the installation, the explosion protection concept and the permit system stays with the operator. We make sure contractors, work steps and permits fit with it, and that everyone on site knows what applies.
HSE managers at pump station, route and tank farm for operators, EPC contractors or construction companies: inductions, inspections, KPIs and coordination with authorities and the accident insurer.
We coordinate access and induction of all contractors and support the operator’s permit system: permits for hot work, vessel entry and hazardous areas are clear before work starts.
When a pipeline is built or rerouted or a station is extended, the Construction Site Ordinance applies. We coordinate planning and execution with a health and safety plan for civil works, pipe laying and the tie-in to the existing installation.
Separately, our Safety Consulting advises pipeline and plant operators on duties and liability: Advice on operator liability. Consulting and operational coordination remain separate roles that complement each other.
In zone 1 a hazardous explosive atmosphere occurs occasionally in normal operation, in zone 2 only rarely and briefly. Sparks, hot surfaces and electrostatic charging must be excluded there as ignition sources.
Welding, cutting and grinding on or next to pipelines start only once fire and explosion hazards are removed or covered by a written hot work permit: draining, purging, gas testing, fire watch.
Entering a tank or vessel requires an entry permit, gas testing by a competent person, a standby person and a rescue plan. Residues can keep releasing vapours even in a drained vessel.
Trenches deeper than 1.25 m need sloping or shoring. Add pipe transport, lifts with sideboom or crane, buried third-party utilities and crossings of roads and watercourses.

The Hazardous Substances Ordinance requires a risk assessment, zone classification (Annex I No. 1.7) and an explosion protection document (§ 6 (9)). The technical rules TRGS 720 to 724 specify this and have replaced the former TRBS 2152. Installations are inspected under the Industrial Safety Ordinance. Source: GefStoffV; BG RCI.
As soon as employees of several employers work on a new build, rerouting or extension. More than 500 person-days, or over 30 working days with more than 20 people, require prior notice. A health and safety plan is mandatory if prior notice is required or particularly hazardous work under Annex II takes place. Source: BaustellV §§ 2, 3.

As a rule, yes. New build, rerouting and extension of pipelines and stations are construction projects under the German Construction Site Ordinance. If employees of several employers work on site, such as civil works, pipe laying and electrical installation, the client appoints a coordinator. With prior notice or particularly hazardous work under Annex II, a health and safety plan is also mandatory.
It describes where a hazardous explosive atmosphere can occur, how the areas are classified into zones and which technical and organisational measures apply. The employer prepares it before work starts and keeps it up to date (§ 6 (9) GefStoffV). Contractors are inducted on this basis before starting work.
Permit to work is a work authorisation system. Hazardous work such as hot work, vessel entry or opening pipelines starts only once a responsible person has checked the work location and released the work in writing. The permit names the section, measures, measurements, validity and handback.
If several contractors work in one installation, the employers must cooperate under § 8 of the German Occupational Safety and Health Act. If they can endanger each other, they appoint a person under § 6 DGUV Regulation 1 to coordinate the work; with hazardous substances, § 15 GefStoffV requires a coordinator. SAFETEE takes on this role as contractor coordinator.
Before entry, the responsible person issues an entry permit. The vessel is drained, isolated and gas-tested by competent persons, and the measurement is documented. During the work a standby person stays outside and rescue equipment is ready. The basis is DGUV Rule 113-004 for vessels, silos and confined spaces.
Besides occupational safety and explosion protection, the Ordinance on Installations for Handling Substances Hazardous to Water (AwSV) applies and, depending on the stored quantity, the Major Accidents Ordinance. For petroleum products the thresholds are 2,500 and 25,000 tonnes. Which duties apply in detail follows from the permit and the classification of the establishment.
